United Nations Passes Resolution on Global Road Rules

curtA few weeks back, the United Nations’ General Assembly passed a resolution titled, “Improving Global Road Safety.” The rationale behind it is pretty simple – to make all roadways safer regardless of if you’re in a cage or cruising on two wheels.

What does this resolution mean for you? Not much right now, but it’s possible that legislation at a state-level could be coming your way in the not too distant future.

The resolution urges all member states to pass legislation banning all forms of distracted driving – cell phone usage, including texting while driving. There’s also wording surrounding mandatory helmet law as well as harmonization of vehicle regulation in the name of safety; however, no specific details regarding either of them are noted.

It’s interesting to see this being tackled at such a high level when state-side we can’t come to an agreement on these issues. How do you feel?

There is but one “safety” requirement that worked, when the “thieves” didn’t run it, that was vechile safety inspections a lot of states had it, I don’t think any of them have them anymore, the only real safety option, for other people. Helmets protect your head, never denied that, but wearing them should be up to us, not the people in New York’s UN building. Safety belts and helmets save no one but the wearer, it does not save a pedestrican from a car with a failed brake system or worn out tie rod ends.

Hi Guys & Gals, I read the article and your comments with interest. Here on the other side of “the pond” (Europe) belts and crash helmets have been mandatory since the 60s & 70s (respectively). Our belt design today is far better than the complicated contraption you have in the US and it has been proven that proper helmets have reduced the amount of serious head injuries. I can sympathise with you all, having recently completed a coast to coast US road trip on a Harley and the feel of the air in your hair (although I dont have that much hair these days) is invigorating. For me the helmet here in Europe is essential, the cage drivers do not show the same respect to bikers as their US counterparts (my experience) and the roads are a lot smaller with a lot more bends (and some really tight). My gripe is the noise pollution laws stating that bike exhaust systems should not be louder than 86dB. I fitted 3″ slip-ons onto my Fat Bob and the rating is now over 100dB – I ease of the gas when the law enforcement are nearby. However, so far I have not been pulled over. I think most of the police expect Harleys to be loud (neighbour got pulled and fined on his Japanese crotch rocket).
I wish you the best of luck with the new laws, hopefully most of us will be retired before they actually come into force – tough on the young-uns though. Above all, ride safe – ride free.

Hello, I’m an American working overseas since Jan. 1970 and I never used a helmet except on the base until after 1982. Germany, where on-the-spot fines were introduced in 1980, just “Google” it. I was pulled over by a German Polizei (Police) and was almost ticketed for not having a helmet. Also most bikers I know, still hate them today (Cops & Helmets). Whats next for Europe, forced helmets laws for ALL ,from 1 to 100 years old, who ride a bicycle, state board, or anything with wheels except car, trucks and busses. Yes the world is changing but I can’t stop it or get off. Oldsoliderboy

Seat belts and helmets are good. But the United Nations has no right to issue a proclaimation that we are going to be required to wear one. Washington D.C. maybe, London maybe, Berlin maybe, but not New York City the United Nations building. They are there to settle problems between two countries not to make internal laws for countries. Are we going to have a United Nations police force running around in this country enforcing its laws? Maybe it will get Red China to send troops over to New York City United Nations building to enforce all the laws it wants to make and enforce. I really have not seen anything the United Nations has done, ever. All they are, are a bunch of people that countries can say the United Nations said do this , when they were going to do it anyway even if the United Nations wasn’t there. Did the United Nations authorize China sinking that Vietnamese fishing boat, did the United Nations authorize the United States attacking North Viet Nam or North Korea or England and France taking the Suez Canal from Nassar?

Cage drivers showing no respect to motorcyclists. I have been in Paris, cage drivers there show no respect to anything. You want to get run over walk in Paris and try to cross a street where they have one of those islands out there with streets coming in from evey direction. The bars, I don’t really know how a man and woman meet there, bar I walked in everyone just turned around and ignored you and blocked the aisles you were trying to walk in like you weren’t even there, finding a girl friend there has to be a life long thing, as they want nothing to do with strangers AT ALL.

Helmet laws protects only one person, the person wearing it, and falls into the same class as a seat belt. Does nothing for anyone but the wearer. Seat belts and helmets is for one purpose and one purpose only, to save insurance companies money. My opinion is and it is my opinion, is if you are not wearing them, no insurance coverage, for you anyway. They may fix your vechile but not you, and I just got thru with a $150,000 hospital bill for an accident without a helmet. That good ole catholic hospital wanted to sew my head up and send me home until they found out I had insurance then I got intensive care for the remainer of the time I was there, from darning my head up and home to intensive care in minutes. If the insurance companies basically said no helmet no pay, means your house and lively hood is on the line, makes you think better than being a dummy like me. Oh, I don’t go back to that hospital if I have a choice.

The UN can’t do the job their paid to do so they are trying to take over the world in smaller ways between the gun grab they just tried, now to telling us all how to drive. Their nothing but a bunch of over paid Hippocrates, that do what ever they want, (Even Murder) and claim Diplomatic Immunity! Move the UN to to Iraq, and let them try to play their games from there, get them out of the USA!!!! And last but most important, leave our Helmet Laws Alone!!!

Pretty sure the UN isn’t welcome in Wyoming. Thinking America needs to wake up or become part of a one world system. Make your votes and voices be heard!!

I was like that here in Arkansas. I was told the folded clothes, due to cool morning, April weather got jammed between my rear wheel and fender. I was out of conscience for 18 days, heard my mother and niece talking wondering what the hell they were doing in my bedroom, to find out I wasn’t in my bedroom. I was in hospital. I don’t remember 2 weeks before the accident on top of that. That was four years ago, I still have memory problems. That is my no helmet rule. Bone doctor took him 10 days to set my arm because he said he didn’t think I would ever get off that cot. The hospital doctor was a horror story all by himself made bone doctor look like a genius, so with this you decide if want a helmet or not, choice is yours.

It all boils down to money not safety. The problem isn’t how to be safe. Everyone knows the dangers of even walking out the front door,, let alone riding 2 wheelers. Look, they just want to be able to take your freedom and your money. Now the UN wants to be in on it. All government officials are as crooked as the day is long. It is just a different degree as to how crooked each level of government is. Just saying!!

The UN can kiss my but…they start forcing laws in this country it’s time to stand up and be counted….safety device usage should be left to the discretion of the rider/driver…..If I should be in a traffic accident in which I receive life threatening injuries I deserve the right to choose whether I die quick and painless on the spot or slow and miserable in a hospital….furthermore unfortunately with the law getting their money grubbing hands into new things all the time….the only reason driving is a privilege is because we lost our backbones in defending our right to drive as we built the first roads that led to the first cars that led to first motorcycles NOT the government

I’m with you! The UN seems to only be concerned with tearing down the USA. It ignores what it was chartered to do.

From the Charter of the United Nations:

Chapter I: Purposes and Principals
1. To maintain international peace and security…
2. To develop friendly relations among nations…
3. To achieve international co-operation in solving international problems of economic, social, cultural, or humanitarian character…
4. To be a centre for harmonizing the actions of nations in the attainment of these common ends.

So you read that as make international traffic laws? Wait, I’m sorry, they only made a resolution which they want all member states to use as a guideline for creating domestic laws. (Insert head scratch here)

7. Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction…

I’m sure that we can all agree traffic laws are not international, as we obviously can’t even agree on what side of the road to drive on.

I read that as why the hell would an organization created to prevent war and supporting human rights be wasting time on things that are not even remotely related to the guiding purpose of the U.N.?
Wouldn’t a better use of the U.N.’s time be to resolve the conflict of one member state occupying part of one of its other member states? Oh wait, that’s hard, quick come up with something to divert their attention! Don’t look behind the curtain as the wizard distracts us with his smoke and mirrors.

Unfortunately, highways cross boundries, especially in Europe. One set of laws in France won’t work in Germany and/or England, England drives on the left side of the road and they have that tunnel under the channel these days. You cross from one UN nation in Europe, NATO/EURO, to another without going thru guards. We do have guards at least on our southern border. So #7 does work for traffic laws. But I wonder why they are working on helmets here instead of which side of the road you are supposed to drive on in Europe, seems a lot of Europeans are or would be killed from just wanting to drive on the wrong side of the road. How would you feel driving on the left side of a highway in London or an Englishman driving on the right side of the road in Paris? I still see the next issue will out law mph and go to kph, so the whole world drives with the same speedometer. Then comes all of your SAE Craftsman wrenches, metric will be the only thing you can have. Will it ever end?

The United Nations should stick to what they do best which is NOTHING!!! Do away with all helmet laws. It’s the same old story people. Enforce the laws that are already on the books. When you can do that, let’s talk!

Actually, the term “all member states”, as the UN sees it, refers to the individual member countries. The legislation that they would like to be changed would be at the Federal level… not the State level.

I understand that our driving laws in the US are regulated at the State level, and the Federal government “may” have some influence over them.

If the US Federal government oversteps it’s bounds on this, there may be a lot more people that find themselves with the same thought process as Cliven Bundy; The thought that the Federal government would have no jurisdiction.

I understand that driving is a privilege, not a right. I also understand that the authority for making laws concerning driving and rules of the road has always been determined at the individual US State level… not he Federal level, and DEFINITELY not the UN level.

You are forgetting the seat belt laws that try to force you to wear a belt that will cut your head off in a wreck. (I have had 2 cars totaled around me and I walked away from then because I did not have the death belt on). I never wear them and I disconnect the bags. If I wanted something to explode in my face I would put a Claymore on the dash!!

I’m not sure that driving is a ‘privilege’. We all pay taxes and fees to maintain the public byways. That gas tax pays some of it is unimportant. We all should have a right to travel no matter the state jurisdiction. I have arrived at the conclusion that if most of the ‘undocumented’ workers don’t need a license, then neither should I.

Take the UN and shove it ~ one of the least effective organization in the world today trying to mandate what to do in all these countries. IF they were effective there would be peace in the middle east and Al-Quida would have been banned on their say so. For me I’ve ridden in many of the foreign countries and no safer their based on their rules. Tell ‘em to leave us alone and stick to the liberal NY.

I believe in being as safe as possible. However United Nations has no business telling Americans what to do. United States should not even infringe on our personal safety if we don’t want to. We are FREE. Cycle riders will be safer when people in cars watch for us. Maybe cars should be equipped with alarms that alert the driver when cycles are near. Sound stupid? Welcome to our world.

The United Nations is not the law of this land. We are a Constitutional Republic and the United States Constition is the law of this land. I don’t understand how people can let this administration change the law away from the constitution. Why are we not fighting mad over this?

The sad truth of the matter is if the Senate ratifies a treaty, that treaty becomes the law of the land. The Federal Government (President) may or may not choose to enforce that treaty obligation, but normally they do. An example today is the marijuana laws. We are obligated to enforce criminal penalties on marijuana activities. We pretty much don’t now. The recent UN Small Arms treaty will impact all of us who own or possess a firearm. The Administration has signed off on it but the Senate has not – the only reason it has mont yet been implemented in spite of the 2nd Amendment. Be aware, international treaties are very powerful weapons.

If motorcyclists have to wear helmets, then people in cars traveling faster than 60 have to wear them as well. Many die of head injuries in cars. 9000 people die of head injuries from a fall in the bath tub. Some people eat too much, should we ban them from fast food? Some people slip and fall on the ice and crack their skull. Where do we draw the line……

The problem is Obama will try to push some kind of stupid law thru just like gun control….the answer is ,throw these morons our of this corrupt gov. , and get out of the UN….NOW…. VOTE

Does all this mean we are going to have to learn to do kilometers per hour? I’ve been thru the helmet laws when every state required helmets back in the 70′s, so that ain’t much. But the Japanese cars over here have almost got rid of the SAE tools to metric, I just wonder if this is going to convert the rest of the country to metric? That way we have a metric world and SAE is a thing of yesterday.

I don’t know which is worst, the CDC (Center for Disease Control) publish their studies on motorcycle accidents or now the UN wanting to make the roads safe us here in the U.S!! REALLY..? CDC….UN? WHAT EVER HAPPEN TO THE NHSB?

Helmet laws suck. As a matter of fact, any law sucks that limits my right to decide what I do with my own body on my own time, which doesn’t affect the general public around me. The UN is out of control.

I live in the United States of AMERICA, not the United States of the UN. I have been hearing too many stories in the news lately reguarding legislation the UN wants it’s member states to pass. My view is that United Nations purpose should be to assist with humanitarian crisis’ and assisting in peace negotiations between waring countries.

I have no issue with a helmet law being made mandatory for all bikers & specially pillions. While I may well decide to not wear one I have no right to enforce that on my pillion if it should be my child (old enough to sit a bike) just because I do not consider it not necessary… It should be law for all bikers & pillions.

That’s all we need is for the U.N. to start making laws for us. We need to defund that organization and boot them out of the country.

It’s my head-should be my choice! I’m not tellin’ anyone else not 2 wear them even if they’re on the bike with me. Textin’ and drivin’ shouldn’t be if it’s that important PULL OVER!

Anytime people who do not ride motorcycles involve themselves in motorcycle law they inevitably create legislation which increase the danger to everyone; and helmet laws have always smacked of big brother invasion of privacy to me. A full grown American adult has the right to decide for themselves what is safest for them. The government (and especially the U.N.) is NOT my father, nor my priest, nor my employer; therefore has no say over what I wear or what safety equipment works best for me. Also since when does the UN have the authority over our supposedly sovereign nation to force such changes on us?

First the United Nations needs to stick to world peace which they can’t make happen. And, stay out of US business.
My son is a Sheriff Deputy and they can’t enforce the no texting laws now. Because, you have to be able to prove it. And, asking to see someone’s cell is an invasion of privately.

Big penalties for distracted driving would definitely be a good deterrent, and mandatory use of a helmet for at least the first year after obtaining a class M license might save some young lives.

When I’m driving my 18 wheeler at the legal posted speed, I usually don’t see the motorcycles that have taken 5 years off my life while driving with my window down when they pass me at 135+ mph in rapid succession. The ones doing the speed limit, I always see.

The United Nations has no business imposing any rules for any American State. Americans make laws for Americans not the United Nations. No rules imposed by the United Nations will make Our roads any safer. I ride a bike and I drive a car but, I never text while I’m driving. If its so freakin important then get a car stereo with and auxiliary connection so you can hook your cell phone into it or bluetooth. People need to stop being dumba**es behind the wheel. Everytime I am on the interstate going to and from work some idiot in a car comes very close to almost hitting me and not one of those morons were on a cell phone the bottomline is that they just do not pay attention to bikers. And no helmet is ever going to safe your life when your on a very busy interstate. Helmets do not save lives it only dismembers your head from your body when an idiot hits you with their car on an interstate.

This is not about safety. This is another attempt to make the UN the power over all countries. The UN is not over the United States and never should be. It is the states that have that power. People need to wake up and see what is going on.

Look at the UN’s left hand while the right hand is doing even worse damage… this is the same body of dictatorial 3rd world idiots who suffer USA-envy. That just passed worldwide gun control (and likely gun confiscation) pointed directly at the USA. Once they dis arm us, is their rationale, they can run rough-shod over us without resistance. First step to solving our national debt should be to slash US suport of UN to zero and raise their rent so high they pack up their smug, envious entourages and go somewhere else, like France or Russia

Distracted driving is a huge problem!! If these laws helped save lives that would be great, but people typically do not observe laws. The penalty for braking the laws would need to be stiffer. Driving is a privilege not a right. Take away the license to drive for a couple of weeks, increase the penalty for each offense. Regarding helmets, the wise decision would be to use them. We all need to make wise choices. But pay up when you are doing something stupid, like not seeing motorcycles.

NO MANDATORY HELMET LAWS!!!
