New California Law “Muffles” Motorcycles

Earlier this week, California Governor (and motorcyclist) Arnold Schwarzenegger signed into law the Motorcycle Anti-Tampering Act (SB 435), originally introduced by state Sen. Fran Pavley (D-Santa Monica).

What does this bill mean to bikers in California? It means that all motorcycles produced after January 2013 will be required to have a visible EPA stamp that ensures the exhaust is clean burning and doesn’t exceed a noise level of 80 decibels. For those bikes not displaying the stamp, fines of  $100 for the first infraction and $250 for subsequent violations will be imposed.

“The noise caused by illegally modified motorcycle exhaust systems is a major quality-of-life issue across the state,” Sen. Pavley said. “Basic common sense and decency dictates that when a motorcycle drives by and sets off every car alarm on the street, it’s too loud.”

It’s interesting that motorcycles are the only target in the bill’s 80-decibel limit (which is roughly as loud as a vacuum cleaner). A point could be made that an equal amount of noise is generated on a regular basis from car alarms, police and news helicopters and loud car exhausts. Is this a case of motorcyclists being unfairly targeted again — or is it a matter of a few morons racking up their pipes in residential neighborhoods and tarnishing the reputation rest of the motorcycle community?

Regardless of how you feel about the new law, it will ensure that the state’s 800,000-plus registered motorcycle owners adhere to both noise and air pollution standards. Please leave your comments here. We’d love to hear what the motorcycle community has to say.

This law only gets 2013 & newer or does it apply to all?

What in the hell this pr**k says bikes are to loud. Ok how bout the brothers and that so called music or the little rice rocket cars they put out more noise arrnold needs to get his head out of his a** loud pipes save lives.

The law is horrific in that it doesn’t take into account that exhaust parts wear out just like any other part on a motorcycle. When this law first passed, I asked 3 of the major aftermarket exhaust producers “which of your products meet the criteria specified in this law?” The replies ranged from being ignored to “We produce our products for off-road use only.” I see the aftermarket getting a little better, but this appears more of a legislated obsolescence rather than an environmental solution. The law is also flawed in that it is not equally applied to other combustion-powered vehicles and equipment such as buses, leaf blowers, and large trucks.

When I first purchased my Harley with stock everything on it, it was very quiet and within regulations of California law. It was also very dangerous due to the fact that not only am I harder to see because a motorcycle is smaller then a car, but I wasn’t able to be Hurd as I was driving passed someone in a car. I was almost ran off the road many times. My wife liked the quiet stock pipes but she felt way better about my safety after putting on aftermarket exhaust pipes. Cars can now hear me coming and even though they can’t see me as well, I haven’t been ran off of the road. I’m willing to get a ticket for having louder pipes because a $100 ticket is nothing compared to my life.

This law is well passed due. These loud bikes often match their owners. Lame and loud.

Ok a**hole you apperntly do not ride unless it is a moped I ride a 1942 Indian 442thats a inline four and I have been riding since 1978 my first bike was 47flat head that I got at an army auction that law is going to get brothers and sisters killed

Some are gang stalkers, or jerks who just like to draw attention to themselves, after all if they needed to be heard, why not just install a loud horn.

If the 80 decible threshold is held to be that point that violates public decorum, then why not write the law to include any source that could generate noise in excess of the 80 decible limit identified in SB435?

Would the sound of a lawn mower / chain saw /leaf blower be ay less an intrusion. It appears that since this would affect a greater number of citizens who would be responsible for compliance the proposing party chooses to oblige only a small minority to minimize opposition or punish motorcycle owners for some personal bias.

If 80 decibles is the violation, then enforce it equally.I’d bet if Fran Pavly would be made to replace the rusted out exhaust on her power equipment she wouldn’t find this legislation a priority.

Why is it when we’re not personally impacted we can find so many ways to improve the world?

How bout the dummies with 30″ woofers in thier cars. The entire area within a mile shakes and vibrates like an earthquake and your teeth and brain rattle in your skull. I’ll take loud pipes over it any day. One more thing, this only applies to bikes produced after 2013, lot of good bikes left to sound off…lets the morons know you’re coming so they don’t take you out by cuttin you off!

Too many times have I been cut off, just to see some idiot rocking out to an enya soundtrack, and reading some bs, greenpeace initiative. I have an exhaust on my bike and I still get cut off once a week atleast. I commute on my bike everyday 100 miles between work and school, I got a ticket last night for a modified exhaust well I was on the freeway. The cop was a nice guy but told me he had to do it, and I told him I hope he understands, but ill see him in court. I don’t have headers and honestly my bike is quieter than a stock Harley. Cops are controlled by the greenpeace morons and I guess the greenprace morons didn’t get the memo that a stock gsxr-6 gets better gas mileage than any highbrid. I guess ill start having to commute in my 69 camaro that gets 8 miles per gallon. That’ll spare the air!

I was going to tour from Ont. Canada to Cali and back next summer but i think we will ride to Nova scotia insted and spend our money there.

I have been riding Harleys since 1971 and still ride a 1981 shovelhead FXWG wideglide with Dyna Power slashcut aftermarket pipes. These pipes are “medium loud” and not menacing,with a sweet bass
sound that people do not hate even when you
enter a basement, easing it on the trottle.I’ve asked questions about the possible disturbing noise it creates but have had no negative comments yet. I personally do not like “very loud” pipes as I do not need the attention they create but I do need some assurance that I am heard when approaching a car so I can pass safely without creeping up on it. Riding a crotch rocket with no sound scares the living shit out of me as it is too quiet. Overly loud pipes also give the engine less power as they do not give sufficient back pressure to the engine. One doesn’t need to show off to enjoy something so if us bikers will take into consideration that there are other people with rights too on the planet, maybe we can keep a good thing going without becoming a “Johnny Dumbass” who manages to get things outlawed by overdoing it.(This happened to apehangers in the past).

It is too bad that lawmakers have to do what common sense can’t. Overly loud bikes are not cool!
The sound of raw horsepower does not have to be deafening as is the idiot with the loud stereo, who mistake clairity and quality for the sound of a large buffalo bashing inside his trunk, and 1000 screaming cats inside a well for what they think is music!
A motorcycle dosn’t have to anoy the rest of the world just so the rider can feel free.
The restriction may be too quiet but it was long overdue for some sort of limit, as the brunt of the noise is never heard by the rider. how would any motorcycle rider liked to be forced to listen to a Boy George album!

It is another law that might not be inforced like immigration or somthing like that I live in california all my life stupid laws like this come an go. First we need to weed out the stupid in this economy.

Seriously..?… thats rediculous. My father has been a Harley rider for over 30 years. He’s always told me “loud Pipes saves lives” and thats a fact to live by. I agree with the post head of me about the morons on their cell phones that dont pay attention. Its bad enough in my own truck that people cut me off and dont think twice about it so whats the consequences of a motorcyclist with no exhaust noise and gets cut off? a dead one. If Arnold is complaining about harley pipes being a nuisance what about all these ricers with fart cans?? i dont care for that noise myself. Well hopefully the government dont use the same stipulation for nascar drivers and quiet their exhaust.

I’ve heard the arguement too many times that loud pipes save lives. I’ll concede that sometimes it does make a difference but there are entirely too many self centered “look at me” buttheads riding with excessively loud pipes that needlessly and intentionally annoy people just because. This has been a long time coming and frankly I don’t care if it does come to my state. I do feel the law is being unfairly enforced as I’m also tired of coffee can tuner exhausts and loud stereo’s. Even HD started an ad campaign warning riders of excessive and unnecessary noise but too many didn’t get the memo or don’t care because it’s all about them. People don’t realize that noise ordnances are usually local laws and you never know when you’ve just passed some local or state level legislature with your “over compensating” exhaust and have just motivated that person to take action. Wake up bone heads. You are doing irreversable damage and ruining riding for the rest of us.

Shouldn’t we be able to sue the State to set aside this law until argued. I believe we are being singled out when other motor vehicles exceed 80db as well as other power equipment. This is unfair and unequal use of the law. Prejudice against one set of people or vehicles. Any lawyers out there? I’d bet you can find 2010 stock Automobiles with excess of 80db motor/exhaust noise and especially stereos. What about leaf blowers, mowers, chain saws, trimmers, etc? Japanese cars with aftermarket exhaust? This cannot be legal

The reason why we keep our bikes loud is so the idiots and even the good drivers can hear us. That’s the point. It has saved our lives, I don’t know how many times. People just can’t see everything when they drive. Big trucks, van, suv’s, trees, fences, etc. Block their view. These are facts. The loudness keeps us safer than bright color or even reflectors do.
If someone gets killed because they were not seen in a situation where they could have been heard, do we sue the state of California for wrongful death? I would. Those bullet bikes creep up on cars all the time. They are too quiet. This law is a mistake.

Noise means safety — if people can’t see a bike, at least they can hear it (unlike hybrid cars that often surprise people on the streets and in parking lots). Unfortunately, I live in California and I own two Harleys with after-market Vance & Hines pipes on them both. Even before I swapped the pipes out, my stock pipes set off alarms occasionally, because the car alarms were/are too sensitive. Something to consider.

So if 110 dB = baby crying, should people be ticketed for their kid interrupting my quality of life at a restaurant?

I would rather hear a motorcycle with loud pipes than observe drivers talking on cell phones resting on their shoulder’s,or drivers with their pets on their laps. Which of the two mentioned problems are more dangerous to the public?

Over the past year we’ve had volcanos and floods and pretty much wiped out everything the Green People were trying to accomplish as far as ‘cleaning up the planet’ and they’re still hard at work trying to make us all feel guilty about riding our motorcycles.
Harley Davidson and all the aftermarket companies basically abandoned their client base and will in 2013 pay for this mistake when their customer loyalty dies because we can’t have our loud Harleys.
I’d like to say I’m glad I don’t live in California but it doesn’t matter because once CA makes it law all the surrounding states adopt their assinanine laws. Floods and volcanos are going to continue and in the end nothing we do will help or work, our efforts to save the planet comes down to making bikers quiet their bikes?

Loud pipes do save lives its not all in the ability to ride. I have rode for many years. The problem is the idiots talking and texting on they’re phones and not paying attention to what they are doing. What about laws on that Arnold?

This is the exact reason why I have left California, the state of my birth. Law after law restricting the civil liberties of the individual. it is beyond ridiculous and infringes on every aspect of life from hunting to home ownership. BUT, if you are a criminal, member of a gang made up of minorities or an illegal alien you are allowed all the freedoms you can take. San Francisco and Oakland are 2 of many cities where the City government has declared them sanctuaries for illegal aliens. A solution might be to stop buying new MC’s and then maybe the manufacturers would step in.

Just like the ol saying, “Another law passed, & another freedom lost.” I don’t live in Cali any longer, but even down here in Fl. load pipes are a must. A quick read of the responses to this new law indicates to me a low level of education. Spelling does count if you want people to take you seriously.
The new law impacts a small minority of bikers who think that loud is beautiful. The hype that loud pipes saves lives is bogus. The bikers killed or seriosly maimed in my county were not saved by loud pipes. Excessive speed, alchohol and general lack of basic riding skills are the prime cause of death and injury. My only accident while riding for
over 35 years was an encounter with a patch of sand. Loud pipes would have had no impact on the
mishap. Loud pipes seem to indicate loud mouths.

The main reason for the LOUD pipes is for SAFETY, because of the idiots on the 4 wheels and ususally with a phone in their ear. The Politicians are running out of laws to make to justify the jobs,

I am glad to be a Canadian in BC. We wouldn’t tolerate this kind of crap. The government of California seems to feel that a quiet MC will enhance the CA life style while putting the enthusiast at risk. Once the insurers start paying out big claims for accidents that could have been avoided if the MC was heard and not just seen maybe they will lobby the Governor to rethink this ridiculous law. There the goes the market for new HDs in CAL. Time to buy out all the used bikes and watch the JAP crap sales take over the new bike market share. The Loud Pipe crowd has created this situation. It always cracks me up to hear someone talk about how the only thing that saved them from being run over was their loud pipes. My only reply to that is, “Doesn’t your HORN work????, and don’t you have any rider skills — such as observing and avoiding?”

I have logged over a quarter million miles on motorcycles in the last couple of decades. I find loud pipes offensive and annoying outside certain limited circumstances. I have relied on traffic assessment, riding skills, and occasionally — my HORN.

None of the times that someone almost hit me did it ever occur to me that it was because I didn’t have loud pipes.

Apparently the new CA law will only affect bikes manufactured 2013 and later. I guess that means that all the loud-pipe yahoos can continue to irritate the populace for a while.

Sometimes, an issue has to be examined from multiple perspectives. Here’s a most excellent perspective:

Ladies and Gentlemen, I live in New York. The laws here are just as bad but- most of the law enforcement community ride Harley’s that have loud pipes. I have one and ride in the city everyday. My “loud pipes” have saved me many time- especially with the A**clown taxi drivers so please don’t tell me loud pipes “don’t save lives”! Yes, you must drive responsibly and respectfully but as evident in hospitals around the country- you can be a responsible, safe driver and still get crunched. If we want these ignorant laws to stop- we MUST ALL BAND TOGETHER and change the laws- not just bitch and moan when a law is signed into the books or yell and make a fool of yourself at a “so-called” rally which turns into a drunken anger frenzy. I am a Marine and Biker for life! When we are we ever going to learn that freedom isn’t free! WE MUST FIGHT FOR IT!

Another reason to stay out of California. One day the entire state will slide off into the ocean and the remaining US will be done with them.

I dont know if loud pipes save lives or not , ive tried it both ways baffels in or out quiet or loud I still get cut off people cut over in the car pool lane, you just have to keep your dinstance & drive safely.people dont even use blinkers any more thats scary. [I even took a riders course/ that helped] I dont think that I will buy a newer bike because of the epa/& the people in control who know nothing about bikes. for now Ill keep the baffles in so I wont get hassled or ticketed/ well keep the black side down & good luck c.p.

Looks like bikes made after 2013 are going to be much cheaper than their 2012 equivalents… Nobody will want them! And the resale value of bikes made before 2013 will be great (much like the resale value of pre-1975 cars is easily $2,000 more than their 1976 counterparts due to the california smog laws).
Just another in the long list of reasons California sucks, from a lifelong (so far) resident. This state is going to the Prius driving democrat queers, and its just a matter of time before we start pushing back.

How loud is a train horn? And why do they need to use a horn in the first place? Maybe to save lives? I believe a train is bigger than any bike, and more visible, stays in it’s own lane, and some crossings with gates. So let’s remember where the tracks are and take the train horns away also!

This is non-sense! Leave the pipes alone and ticket the few that are making all the noise. Too many times have my non-stock pipes allowed others to hear me before they see me. Rinehart, Vance & Hines, etc. make great pipes and with baffles in; allow riders to be heard, therefore safe.

guess I will take this state off my holiday list ,but then , california was a nice place to visit, my loss. I do run the stock muffler on my 75 FXE and find it much louder then the new bikes…

Just another useless government contribution. If you want to cut down on noise pollution and carbon footprint reduction, start unloading loud mouthed govt. employees driving taxpayer provided cars/trucks and motorcycles. Make no force them to walk to work with duct tape over their upper exhaust holes.

Thank you California. This leads me wonder if California is really necessary. This will only stop at the ballot in November. Thank you also to all the drag pipe queens. Common sense has gone on both extreems of this one, now we all must brace for the national push. Arnold is not a biker, he’s a pretty boy slacker.

Loud Pipes Save Lifes… I have a few bike! A couple loud ones and a couple quiet ones. I’m polite to my neighbors when i’m riding my loud bikes!

Loud pipes do get you noticed but, not always favourably. The noise level of my ride comes in around 84dB to 86dB. That’s loud enough for a comfortable day’s cruising through anyone’s area. Several have already said it best, “what saves lives is good riding habits.” Ride like you know that the moron in the SUV REALLY IS TRYING TO KILL YOU!
I have many freinds that ride and they all have their own opinions as well. One decided that he was going to put pipes that were “louder than Hell” on his bike. He got the attention but, not the kind that he wanted. When he proudly wound ‘er up for the boys in the ‘hood, the cops that were sitting down for coffee in the station 6 blocks away decided to check out the racket. They gave him tickets for noise violations almost every time that he went out for the next month. He decided that a couple of hundred bucks for another set of pipes was cheaper than the $1800 that he’d wracked up in fines.
If you don’t like the laws, write to your local reps or get involved at rallys that aren’t just another excuse to “hang out and get pissed.” As I said at the start, “ride smart.” Don’t rely on “ear-buster” pipes to save your arrogant ass.

Augast 29 th of this year I was on my way home from a ride and a jackass in an SUV pulled out in front of me! I was doing 50mph (80kph) and I hit him broad side! Now I’m home recooperating and in for a long rehab!! I had VH pipes on my 09 Fatboy but the wind was at my face! All the vehicles around me said they could hear me as plain as day! He should have heard me as well if he didn’t have his radio so loud!! Loud Pipes do save lives! If those other vehicles didn’t hear me and know that I was around them I might have been run over while I was laying on the road!!!

If it wasn’t for my loud pipes that car would have continued to driff into to my lane. Becuase of my loud pipies I gained the attention of the driver as he quickly swerevd back into his lane white as a ghost.

No wonder Cailf. is broke. Just have a new exaust installed by the dealer.

This is when the after-market exhaust companies need to grow a pair and take legal action en masse.
Mufflers are a legal product, and they should not be legislated out of business. These aren’t cigarettes, for goodness sake. And remember the Oakland P.D. a couple of years ago when they took delivery of their new Beemer-bikes, and they IMMEDIATELY put after-market pipes on them for rider safety!
So, just as with Termignoni and Ducati, Arrow and Triumph, the pipe-makers need to get their units checked-off as a “approved factory exhaust option”,
then the customer can order various pipes upon delivery, and the mis-guided “sound police” can go spin!

i bought a flhtcui bike with loud scrm eagle pipes, it was too loud to really drive and enjoy. you could drive it short hops but to really spend hours on it was a head ache.
im not sure if it should be law unless they are handing out tickets to EVERY DRIVER and EVERY make of machine car truck and seqway that exceeds the noise limit.

Well I feel that this is bad mistake on this law. I know of the bikers who have loud pipes will be caught and fine first. But this law will make people who think there bike is loud will either sell or not ride as much or maybe trade in there older bike for a new EPA type. Me, I’ll ride now until the law takes effect, and see what options on what type of replacement of pipes. If they have any. and if I don’t like the new types maybe it’s time to sell my ride and retire from riding.
” REALLY” I think this is a money making law, for we are being pinch for riding free.

We have been trying to overturn the Nazi like Helmet law here California for 18 years. No one is interested. We have a rally on the State Capital lawn every year for motorcycle rights including trying to stop new mandatory smogging for bikes and to have a choice on helmets. (women have “choice” on abortion but we don’t have choice on a plastic hat???) but the attendance is tiny in comparison to how many of us actually ride.
Every time there is a charity ride in this state it is packed with bikers but where are they when it comes to their own freedom ???????

Here we go again another plunge at the motorcyclelist. It seems when some congress person has nothing to do where they have to pick on those who ride the wonderous two wheeled machines. What is quite interesting is that the Oakland Police Department re-piped their entire 25 Harley-Davidson motorcycle fleet with loud pipes.

WOW. was contemplating moving to San Jose for a job transfer. wasnt enough that california has a friggin helmet LAW when you can have ape hanger handlebars up to 6 inches past your shoulders , but now i read this article that says AWNOLD is a motorcyclist and wants to make it illegal for any decible above 80 for exhaust pipes well hopefully someone will get that changed sounds definitely like a prejudice law against bikers not just the bikes.Where was it AWNOLD was from again MAYBERRY him and barney could really make up some crazy laws together.FREEDOM and bikes are what makes riding so great. My my my, I lived 46 years in California. Road my first bike 1965. No one will ever shut down my pipes. The rule is right, loud pipes saves lives. Drivers dont see us so now their not going to hears us. whats next ALL Leathers have to have targets painted on them.

I find it ironnic that she (Sen. Pavley) refers to common sense and decency that loud pipes are setting off car alarms, if common sense has anything to do with this I would think common sense and decency would say why do you need a car alarm? I was brought to not steal but I still love the sound of the V-Twin. I also find it rediculous that politicians are so concerned to not offend certain cultures in this country, but they have no problem trying to eliminate our culture.

As for all the “ignorant” motorcyclists (Look up the word ignorant) it is not “Loud Pipes that Saves life’s” but rather a properly trained motorcyclist operating his or her well maintained bike in a safe and defensive manor that will save your life. Maybe that is why in the State of Florida anyone wanting to obtain a motorcycle licensees, must take a state approved Motorcycle course. As for the 80 dbs. Seeing how this is posted on the internet I also would suggest that you Google “Hearing Impairment” and you will find that 80 dbs may even be too loud.

Perhaps one our fine upstanding colonial cousins could pick up a portable Decibel meter, pop over to the offending (or should that be offensive?), Senator’s house, then check to see what the sound pressure reading is on all of His fleet of four-wheeled gas-guzzlers- then publish said findings on facebook or something similar…?

I can’t see how they can possibly enforce that law. At what point does the offender have to prove his bike is a previous year where the law doesn’t apply. If the police stop you and find out your bike is fine for the year, what recourse do we have by being “stereotyped”? Another B.S. law the Californian lawmakers are enacting. Why not use your horn when needed to alert a careless driver rather than blast the environment with a load exhaust? I have an air horn that is easy to hear when talking on a cell phone.

What this boils down to is that some well to do blow hard, probably the one who introduced the bill, was scared when a “nice sounding’” Harley or such scared the crap out of them as they were BSing on their phone or changing lanes without signaling and made a call to get it started as law. Vote em all out. They all suck.

Every little bit helps. I do not purchase merchandise or deal with any supplier from California. Unless I am “forced” to do it. I will rather pay a little more for anything from somewhere else. My usual recommendation from those few I still deal with from California is: Why are you still there? I just hope the whole state becomes a ghost town.

Those same loud pipes that set off car alarms, are the same pipes that informs a child playing in the road that a bike is coming. Those same loud pipes are the reason people are still alive! The squeeky wheel gets the oil…I say about time the squeeky wheel gets replaced!!!

I go to work at 3am. My neighbors don’t complain. I just start it up, and leave. My bike is in gear, and idling down the street before the starter stops spinning. This is nonsense, and it reminds me of why I left Ca. 25 years ago… I live in WV now, no complaints about pipes here, at least not from anyone who makes a difference. The governor rides here, also.

I’ve been riding most of my life. First on a ’70 Bonnie in ’71 and had Harleys ever since and proud of it.
I live in NH and this noise pollution law for bikes only was shut down a few years ago. Actually twice. This will be tried again for sure. The Democrats now have a foothold in a state that was staunch Republican. We have no sales or income tax but property and other taxes are rising due to the Democratic bleeding heart spending.
“We the People…” are losing our rights to freedom at an alarming rate and the people of this Great Nation are doing nothing. We Are Doomed!
I do realize there are some riders out there that are new to the road and want to show the world who they are, (I was one) but now and for years enjoy touring with my modified Roadglide and Reinharts at a low rpm just knowing when a young whippersnapper makes a challenge that I can out ride ‘em and make more noise than he. This is not a big issue unless they make it retro to include all bikes. The problem with that is the EPA had no regs for real old bikes like my ’81 Sportster. So, don’t write off visiting the great, steal your freedom, liberal, we know what’s best for you. state of Caifornia.

Exactly what does the law mean to those of us with bikes not produced after 2013? How will older bikes be judged? Most states have a grandfather clause to take these issues into account. I wouldn’t write off travel to the, freedom stealing, unless you’re a liberal who knows best how “you should live”, state of California.

One more right taken away. Little by little they are chippingaway at them. In the last 20 years we have lost some many rights too many to count. One of the dumbest is you can’t smoke outside in an open air stadium. Even I who doesn’t smoke disagrees with that, when our tax dollars paid for the place.

I believe that they should take out the alarm sound out of the automobiles and just have flashing lights when someone set it off. That would solve the noise!

I sit in my office most of the day and hear the semi trucks go by and set of most of the car alarms on my street. There are few Harley riders in my area that drive my street and i don’t hear the alarms as much as when the trucks go by. When are they going to muffle them and those noisy weed whackers? Loud pipes save lives.

This is when I think the after-market exhaust system companies need to step up and fight these laws. They make a legal product, and they should not have their business taken away from them by hysterical anti-2 wheel zealots. Failing that, they should make simple arrangements with the bike manufacturers as Termignoni does with Ducati and Arrow does with Triumph. That way, a pipe from them or any other non-OEM exhaust company COULD be listed as “optional factory equipment”
and then the government and non-riding critics could go spin (provided, of course, the pipe met the noise standards du jour!).
Remember, the Oakland PD retro-fitted their new Beemer-bikes with after-market pipes after they took delivery of them, as they were too quiet.

It’s my opinion that there are more annoyingly loud cars on the road than motorcycles. The way California legislators are going, you will soon not be able to have a bowel movement without an EPA sticker on your butt.

This won’t be a big deal for a few years since most motorcycles are a few years old and it sounds as though this only applies to 2013 and newer bikes. However, that is absolutely ridiculous. There Uncle Sam goes imposing yet more silly rules and regulations. When are people finally going to stand up and say enough is enough with all this ridiculousness?

Hey its california, I am not suprised. I happen to have a LOUD set of pipes on my bike. I leave for work at 3:00 AM. When asked, my neighbors cannot tell when I leave. BUT, then I dont rack em tolet them know I got a Harley. I save the RACKING for the cell phone users etc not paying attention to their driving and veering toward me with little or no regard. HEY what an idea, make the cell phone offenders pay the same fee as the loud pipes. OMG now thats control

Again the rants of a few are costing the rights of the many. I live on a street that has a quarry, and have to listen to dump trucks drive by all day. I bought the house knowing it was there, and I hear them for a couple of seconds. It’s no big deal. Like other people stated. What about the leaf blowers, chain saws, mowers, weedwackers. I am alive today, and many times due to someone moving or turning into my lane without even looking. The only reason that they did not follow through, was due to reving up so that they heard me. Furthermore, I have heard several pick-ups louder than bikes! I do believe that it is not right, and unconstitutional that bikers be singled out. Where is ABATE and AMA on this issue, and where was any opportunity at all for the peoples input?
Furthermore, anyone who takes out baffles will still have a stamp on the outside, so I feel that this is an attack on after-market pipes…. I guess when we make it fair for all vehicles, this will cause more loss of jobs in California when they put Midas and Meineke out of business here. Elections are coming up…. REPEAL, REPEAL, REPEAL! Get government out of these issues and back onto what they should be focused on!

I can look at this from both sides but simply, straight pipes are not necessary and 80db is rediculously over-muffled. Driven responsibly, (not standing in one place and revving the engine for instance) the sound my H-D makes with V&H pipes (w/quiet packs) is transient and not annoying. My neighbors agree that the sound of that jerk weed wacking for an hour and a half at 7pm is totally wrong. My putting down the street and into my garage hardly gets noticed. But legislation seems to replace consideration and neighborliness and the polititions win through Idiocracy. (Look that up)!

This state is getting worse with each election regardless of what we the people vote there is another group out there to oppose it. Now we have a state full of illegal aliens that drain our resources and complain about our bikes being too loud! What will it be next? We voted to legalize medical marijuna and now it’s illegal to grow it for personal use. We voted against gay marriage and how many gay couples have gotten marriage license. Maybe we should vote for this noise level control because you know it will be overturned in the courts afterwards by someone that doesn’t like it.

I am a German Biker with good connection to many American Bikers. In my country we have exactly the same problems with “abnormal good” politicians (especially “The Greens”): whispering exhaust systems, no air cooled engines after 2013 because gas emission and so on. I think we (you) have to fight with the voting paper.

Democrat… that says it all. The liberal communists are at it again. Wait till Obama gets done with this country… we’ll be the last country to wage internal war over freedom… vote them all all out in 2008 and 2010…!!!

I’ve been riding motorcycles for 32 years. Most of the other comments cover the ridiculousness of this law. To me it isn’t even about bikes. It’s about our government. IT STINKS! November is coming. Make a change America!

This is a load of c**p, the politicians should be trying to fix the million other things that are wrong with California rather than worry about the db levels from bikes…and why only bikes and not loud stereos and blowers, etc. The politicians are attacking the biking community just like they are attacking the off road community and closing down our riding areas, we all need to get involved to stop these retarded politicians from screwing things up even more than what they have already. There are some idiots out there that don’t have any common sense and they like to rev their bikes even when in residential areas no matter the time of day but that doesn’t mean the whole biking community needs to be punished.

I live right outside of Daytona Beach Florida a state overpopulated by older folks , now these people complain all year long about bikes and noise , yet when one of them makes a turn in front of us or cutts us off , the first excuse is , But Officer I didn’t even see him , usually it ends up the old person is let go usually withou even a ticket and the biker goes to a hospital or morgue …So my question is this how can people with hearing that can hear a bike going past on a road outside cannot hear one that is traveilny right next to them ???? Come on Arnold give us some protection the noise helps us stay alive . Why not make re-licenseing mandatory every few years after 60 ?????

I have a Harley with Screamin’ Eagle II exhaust. I want some noise above stock but not open pipe. I find that people in cars are emitting as much noise as bikes. What about those that have the stereos so loud that windows rattle in houses and cars several yards away? If you are going to be fair, then make an across the board noise level. Make it so it is fair and can be enforced. I feel motorcycles are being targeted. I am glad I live on the east coast.

I and I’m sure most bikers with loud pipes show conderation.If I am crankin up my bike in a parking lot with people,especially small children I keep it down to mimium sound level. I often am thanked.On the open road it’s a different level an I evjoy it. Consideration now will help fight this bill.

I think we need to boil this down to what it is. It’s a fact that bikers take off pipes to replace with louder ones. Why needs to be left to the choice of the operator. The problem is that some people find the noise to be intrusive if not annoying. It’s hard to draw a parallel with lawn mowers or chain saws since they can argue that these devises are used for a specific function and are not modified.

If we bring it down to items that invade personnel space with their noise levels and are used in large part for hobby or recreational the argument needs to include: car stereos and boom boxes, snowmobiles, out board motors on boats, shot guns, cars, horns that play college fight songs, and a host of other things that exceed the “acceptable Db of 80 and annoy the general public.

It seems like every morning I wake up there is some additional intrusion in to personnel rights and freedoms and often times it involves bikes.

When will it be that we have to have smoke eaters mounted above our BBQ grills to protect the ozone and save our P.E.T.A neighbors from having to smell cooking animals? How about those stupid bumper stickers that say your kids and honors student or the ones with the stick people indicating how many people are in you enormous family. This could be very insensitive to cram in the face of someone with an underachiever at home or worse yet, can’t have kids. When will these be banned?

I want to find that little prick that keeps drawing the line in the sand shrinking my freedoms and ring his little spineless neck.

I’m from Kingston Ontario Canada no anti-loud pipes law in the Province of Ontario yet, but I believe eventually it will be implemented. The Province of Quebec already does have an anti-loud pipes law in effect to muffle motorcycles. I don’t have loud pipes on my 750 Honda Shadow Ace but I do have a loud set of Dixie Musical Airhorns ( 118 db) on my motorcycle. They have been very effective in preventing me from having collisions with motorists. Is it illegal to put Locomotive Train Airhorns on a motorcycle in the State of California? Trainhorns are louder than the loudest motorcycle exhaust system.

What would you expect from the socialist state of Californication. The state that is broke and worries about protecting illegals and gays and pot.Now the bikes are the target. What a sad socialist state.

Arnold should have to ride in down town traffic for 6 weeks without a side car and no loud pipes and see how many times they try to run his a$$ down then let him try it on a bike with loud pipes and see the diff. for himself.I was planning on a vacation to California but if he is going to do this crap I will just keep my bike trips to every other state and never give any of my money to Calf. This is a bad omen. Things like EPA regs and other federal nonsense starts in Cali. Then sweeps the country. They use it as a test bed for all ideas that make no sense. The people in Cali are so sweep up in being part of a movement or cause they care not for whose toes they step on. First, as several have noted this is clearly an assault on ‘bikers’. If you were attacking ‘noise’ then you would put the 80 decibel limit on any noise. Anyone put a meter on dump trucks lately? lawn mowers?

Second, Just why is it that we don’t get wind of crap like this until after it is pased into law? The Democrat Party is ‘for the common man’ like a rattler likes rats.

I have ridden bikes a lot of my life, and agree with the majority of people on this comment page. But what I also know is that there is some reasoning behind this. While louder pipes do save lives, which I feel should be legal, there are some idiots out there that have pipes so loud that they literally do set off car alarms as they ride by, or hurt peoples ears. This is a classic case of government seeing a problem, and taking the wrong steps toward fixing it.
So, to the government: get some common sense and think things through before you pass laws to regulate something you know nothing about.

To the minority of bikers that have insanely loud pipes: get some common sense and recognize the difference between safety and unbelievably obnoxious. You are ruining it for the rest of us.

Looks like CA just lost my business forever to include me NEVER EVER supporting anything Arnold. This law is BS as is discriminatory towards motorcyclists. There are other noises that needs to be regulated. Way to go CA and Arnold for taking even more jobs away from people during times like these. 80 db is way to low. I’ve been to Europe and their laws are like this. I am a true believer when I say “Loud pipes save lives!” Motorcycles that you cannot hear are motorcycles you cannot see. Besides, quiet bikes have no personality. Did they even think this through? The japanese and every other m/c manufacturer shouldn’t have to cter to the CA code. CA should just lose business. This issue is a combination of ingredients. First, if we’re running unmuffeled bikes or give someone a blast of pipe when we go by, we’ve contributed to the new law. Second, I’m retired and love to open my house up to nice weather. I can tell you I’ve had to close the doors many times because of the leaf blowers going 8 hrs. a day, six days a week. They’re just as loud and the little ring-ding engines contribute lots of pollution. Personally, I think we’re being picked on, and I’ll stay out of Ca., thank you very much.

I ride a bike, been doing it for about 25 years. I own a Harley built by Tony Carlini and it had the loudest open pipes you ever heard. I hated the loud noise so much I had to put baffles in the pipes. I hate loud pipes, just so you know. But…..but…..the fact that some stupid politicians actually wasted our tax paying time on something so stupid is so unbelievable it’s ridiculous. With all the other more important things going on in our country, this is about the smallest problem I have ever heard addressed. When a loud bike whizzes by me I close my ears, just as I do any other loud noise, end of discussion. WASTE OF TAX DOLLARS!!!!!

That whine you hear is motorcycle riders who want to deafen the rest of the world. Yes I do own a motorcycle – two in fact. And they, and every bike I’ve ever owned, have the stock exhaust on them. All it takes is a few jerks to make us all look bad. The “bad boys” have done that with their loud pipes, regardless of the brand of MC they ride.

GREAT!!! Motorcyclist are making a nuisance of themselves particularly those who operate “American’s Noise Machine–HD”. It appears that virtually every buyer of one of these alters the exhaust system. I hope that the enforcement of this law is made into a TV series similar to SPEEDERS but titled NOISE MAKERS so that I can hear the excuses the owners offer for the racket their bikes make. Even though I do not have loud pipes on my Dyna. I don’t think think anyone should tell us what we should or shouldn’t do with our Motorcycles. Politicians should worry more about enforcing Drugs, Crime, trying to improve the economy, finding more jobs for US Citizens, better pay for US Citizens, stop educating NON US Citizens for FREE so that they can be my Directors and Supervisors, Hire more US Citizens in our Hospitals and our Government, stop giving Food, Medicare, Medicaid to NON US Citizens that can fend for themselves. We need people in Politics that have the guts to make a positive change in our local, State and Federal politics. Help the Elderly to receive the benifits that NON US Citizens are getting and telling them that they don’t Qualify because they made to much money when they were younger..Do “We the People” need to make changes to our government and elect NEW Polititians. We have muffler regulations on cars so some regulation on bikes might be alright, but 80 decibels???? No after market modifications? These people are insane! VH, Cobra etc are history in California. As a rider I believe loud horn’s, bright multi-lights and loud pipe’s save live’s! If you ride, you surely do understand.
It would be simple go to the main Cycle Corp’s, ie..Harly, Honda, Yamaha, BMW, Kawasaki, Ducati and get an overall average decible level of their main pipes and then, table that average decible level for further discussion. Who the hell came up with 80…noone want’s ride a powerful machine that sound’s like a scooter!

This law will reduce jobs for americans. There are several muffler and exhaust manufacturing company’s in the US.

Although my straight pipes are loud and sound really cool, that is not the reason I put staight pipes on it. The 1st 3 months I had my bike with the stock exhaust (quiet), I was almost hit 3 times by cars that had no idea where I was. I was not speeding or breaking any other traffic law. The reason they did not see me is because they were on their cell phones and not paying one bit of attention to what was happening around them. Since I put “loud” pipes on my bike, I have not had that problem. Although they may not initially see me, they can certainly hear me and will then look for the “noise” they are hearing. Loud pipes do save lives! It doesn’t surprise me that California would pass such a ridiculous law. The left wing nut jobs in that state typically react emotionally without any reason or logic behind their decisions. Good news is they are 3000 miles away from me and I have no intentions of ever going to that state. Eventually they will legislate themselves to oblivion.

This is utterly rediculous. I have been riding for 20 years. If it wasn’t for my pipes, there are many times I would have died. Arnold Schwarzenegger, obviously is not a biker or never has road. Especially on california roads, of which I have and 99% of the cars out there disregard the safety of bikes. Arnold you may know alot about body building but you know nothing about safety. Nothing gives me more pleasure than seeing some rich chick in her BMW roll up her window because she can’t hear her cell phone converstation – You know why? Because I know she knows I’m there!!! I ride a 96 Ultra, and it sounds great. I always throttle down while inresidential areas, but when I’m on the open road, ‘burping’ my bike is better than any horn.

Loud pipes don’t take lives, they save lives. Like it or not, that is a fact. Drivers on cell phones kill – Like it or not, that is a fact!! Focus your efforts on enforcing laws aimed at eliminating distractions for motorists, and quit discriminating against bikers.

If sanctions are to be placed on noise pollution, there’s where I’d start.

But that said, I must point out as others already have that it only takes a few selfish, inconsiderate persons with self-esteem so low that they feel they must be noticed somehow to spoil it for everyone else.

Most of these comments have been about Harleys. A Harley has a beautiful tone (if not revved really high) but those 4-cylinder bikes with loud exhausts, man, they are really annoying and I’m a biker. Best sound of all is from a Ducati!

The most irritating noise in California is from rotary mowers, weed whackers, and leaf blowers. And they don’t just drive down the highway and come by occasionally. We have a C.A.R.B. whick has had a taste of victory in recent years and seem to be lobbying to get more EPA laws on book that will have their logo on it. The problem really isn’t loud pipes. Gues what loud aftermarket mufflers can pass a decible test if you are carefull raise your rpms to to test level slowly. I have done it several times.

Well I guess this means I am glad I don’t live in california. but I see two things that will happen next. First we will begin to see some company come up with an EPA heat resistant decal or maybe some creative guys with a set of metal stamps will put thier own version of it on their pipes. So if some one starts making money on this remember me for royalties.
Another idea is to modify the factory mufflers. I think an end cap for stack pipes if you cut off the end and change out the baffleing you still have that stamp on the muffler bodies. Another cool idea. from me. I need to get pattents. Remember most cops are to stupid to determin whether you stock mufflers have been modified or not. I guess thats why Fulsac is doing such good business on making new baffles for CVO bikes.
Think about it this way there are bub 7 mofflers and bub7 stealth that are 50 state legal but to look at them is hard to tell the differance.
Use your votes to send a message. In Albuquerque Myor Martin Chaves intituted an quiet zone to get rid of motorcycles which was backed by city council. We warned them that we would organize and vote them out if they did. Well they did. NOw we have new council members and a new Mayor. It can be done but people have to stand up and Vote.

Please read the language carefully – It states all bikes “produced” after January 2013…. will be required to have the inspection sticker…. Not bikes that were manufactured prior to Jan. 2013 . .. .

I ride a Harley Fat Bob but still have little sympathy with those complaining about this. I think its stupid how some people think its acceptable to put overly loud pipes on their bike and infringe on the rights of the rest to a reasonable level of noise in their neighbourhood.

I am torn on this concept; I have had after market pipes and enjoyed the additional HP and torque.
I also got a kick when I set off car alarms; this is
probably not responsible behavior. I don’t think
you need to be heard from a mile out nor setting off
car alarms. There really needs to be a compromise
between increased performance and an acceptable
noise level. The after market manufacturers need to
be working on this because it will not stop on the west coast.

As a former Lieutenant and motor officer, I would never let officer’s under my command enforce this type of legislation. It is another example of CA restrictions on it’s citizens. Senator Pavely does not deserve to be in politics and I hope that people in her district vote her out when she comes up for re-election. This type of legislation in not the half of it.
Wait until 2013 when part of the Obama Health Care kicks in and you have to pay 3.8% for any house you sell or rent. Thats one that most people don’t know about and only a few Senators have read. Thats not only California, thats all over the U.S.

Hello fellow bikers. I recently moved into CA. Before that, in Indiana I heard a lot of bikers say they didn’t feel safe unless they had loud pipes. I have been biking for 40 years, and have never had to have loud pipes to feel safe. I notice that the ones who don’t feel safe are very seldom wearing bright colors to be more visible. They also often ride pretty fast etc so I think the safety aspect is a joke. LOUD PIPES and BIG BIKES ARE MACHO!!!

I’m a cop. I ride an 08 Harley Davidson Street Bob. It’s loud as shit. I ain’t changing it. Guess us dedicated riders just won’t be gettin any new bikes huh. Killing new HD sales sure stimulates the economy I guess. I think years of watching a real man do his stunts has clouded his thoughts.

What starts in Cali often spreads to the rest of the country. Motorcyclists have toughted a “right” to loud exhaust for years arguing loud pipes save lives while non-riders complained about the excessive noise. Nows the time to chip in and help fund a comprehensive study looking into the actual dangers of riding motorcycle, such as what causes them, how do cagers interact, do loud pipes really save lives, etc. Otherwise we won’t have the ammunition to protect our interests the next time non-riders try to limit how we ride and what we own.

This is not a Republican issue, Arnold is not a Republican he is just a spincter puppet for those other guys. The State is bankrupt and they want to drive out businesses and jobs out of State and overseas. I aready have a Mom and Dad and don’t need the Cali Crew to tell me what I can and can not do. My exhaust is modified mostly for performance but I do enjoy the slightly louder tone. I don’t know if it is over 80DB but it doesn’t set off car alarms and most of the populace dosen’t seem to startled when I split traffic.
Smart, defensive driving will save more lives than any exhaust noise. Loud pipes don’t save lives, it just pisses off most people trapped in their cages.
I am glad to have any sort of regulation as I am tired of hearing straight pipes on a Harley from miles away! All that noise and so little forward motion….

I have an apartment in the inner city of Vancouver.
In the summer we are constantly bombarded with
excessive noise from altered motorcycle pipes.
Everyone knew this type of legislation was coming,
and let’s face it, voluntary compliance just wouldn’t
work. I don’t want to hear a bike when it is a quarter mile or more away. Loud pipes, don’t save
lives, any more wearing a baseball cap makes you a 300 hitter in the majors. Good luck getting the
legislation overturned.

You can’t even get a bone stock Harley to run below @90 db. I was staitioned in Germany and the German Gov. imposed the same noise limit to 87db (I think) but they had to revise it to 92 db because most bikes (stock) were way louder than that.

When we were considered ne’er do wells we wouldn’t follow the rules at the cost of the consequences.Now that we have many riders among us who are used to following rules the powers that be will use this growing majority to apply peer pressure to force us into conforming.When you are out of the wind,have a heater,mirrors,a radio,and a cover over your head you are in a car on 2 wheels.

In the north country animals about to cross the road can hear my Harley coming and are always standing back 30 ft or so till i go passed.I dont think its because they prefer American made machinary as much as they’ve got big ears and use them to avoid danger.It’s better that their superior hearing warns them that an unknown possible danger is approaching and getting out of the way, rather than being surprised when blinded by headlights and not knowing which way to run to avoid the object.This is good protection from smaller animals,deer and elephants.Cows and elk are too stupid.I’m not making this up,I’ve been riding over 50 yrs.

That is why I am glad I was born, raised, and still live in Texas. The lone Star state lets you do what you want with your bike with in reason. I have loud pipes on my bike along with several friends who are in law enforcement and they strongly disagree with this law. I really feel sorry for the riders in California. All I can say is good luck and vote out the people that do not understand our way of life.

I walked out one snowy day here in chicago to snowblow my driveway and heard a motorcycle running down the street . Only it wasnt a bike , it was one of those tuner cars , loud as heck. They tried to throw bikes off of our lakeshore drive til someone pointed out that it was a federally funded highway project and throwing bikes off was discriminatory . This is gonna put as big a dent in the after market suppliers (a lot of them based in california) the way cash for clunkers did in the auto biz. .. Looks like the bike parts suppliers will need to move out of State , like maybe the midwest and rust belt?? .. well c’mon down ! We need the jobs more than the Californians do … By the way , ISnt Arnold a republican ?.. So yoa cant trust either a rep or a Dem .. Ya wanna know why ? I think this is fantastic. I’m so glad to see that the lawmakers and leaders in the State of California don’t waste valuable time and effort on silly issues. Too many times politicians focus on silly things like Border Security and Immigration, Education, Budget Woes, or Crime. I feel certain none of these problems exist in California anyway. Every night we watch the world news and are bombarded with the horrifying stories of the social decay caused by loud exhaust pipes on motorcycles. Hey, didn’t Schwartzenegger get a ticket after he crashed a couple years ago for riding without a license??.. had his kid was with him too. Just saying, guy should mind his own business. Guys riding by with drag pipes (which don’t help performance for most street riding, just make it loud as f*ck)… little overboard but 80 decibels seems a little low.. but how the hell are they going to enforce that anyway? Cops gonna start riding around with noise measuring devices? Ha…Just giving cops an excuse to pull guys over more than anything.

I am not sure why motorcycles are singled out in regards to noise pollution. Before allowing these laws pass for motorcycles a protest should be done re: loud muffler ends on sports lowrider cars, the decibels should be .monitored on the boxes put into cars to elevate bass, etc loudness of the music. This is they are slowly taking away our rights. We are slowly becoming a communist country.

Started riding again after 20+ years of cage driving.
1st month with stock pipes I had at least 8 close calls with cars cutting me off or pulling into my lane with me right beside them.A couple of sorry’s mouthed through the window afterwards,but still scared me shitless.
After installing a set of V&H Bigshots it’s only happened once and even then when I cracked the throttle a bit they pulled back into their lane.I’ve talked to my neighbors to make sure I am not botherining them and all I’ve heard is”they sound good and yes I can hear you, but they are not bothersome.I sometimes come home late or leave in the early am(1-3 am) and do my best not to “throttle it until I am on the highway.

We now have a simular city bi law here in Edmonton Alberta Canada. Silly hall came up with a motorcycle noise bi law. As of this year your bike at idle can be no louder than 90 decibles and just slity louder above idle.

Sounds like California is going down the same road. It would of been covered by the basic noise by law but to only target bikes is unfaire at best.

Without hearing us via the exhaust, I guess they’d prefer we have to lay on our horn button long and hard at every intersection and driveway in order to be heard, and hopefully seen before that inattentive car drive pulls out or crosses in front of us potentially causing us physical injury, but merely a dented fender for them. Hearing motorcycles horns all the time would soon annoy these same people complaining about hearing our motorcycle’s exhaust.
I’m not an expert in car alarms, but I believe it’s the sound vibrations that sets off over-sensitive motion sensors, not the volume. The garbage truck going by sets off several alarms in my neighborhood every week from the low-pitch rumble vibrations that we can feel inside our own home as it passes by. If it was sheer volume, wouldn’t any police sirens set off every alarm as well as they passed by?
Granted many abuse the premise of loud equals safe by revving the engines when not necessary but factory “meemph” horns sure aren’t going to get a driver’s attention if they got they own stereo cranked up or if ‘sealed’ inside these newer road-noise proof cars.

Unfortunate, perhaps, decibel level a bit to low probably, but lets also keep in mind that currently there are restrictions for autos regarding exhaust as well. I think it is 95 db. The point is there are hundreds of vehicle laws in Ca. many which people violate daily (tinted windows, exhaust, impaired windshields, lighting defects etc.) so most will go unseen/heard. So when you ride “rolling thunder” around town be gentle, save your blasts for the tunnels and rural areas and you will probably be fine. I am guessing this will be a fix it tkt. Conscientious is the word of the day.

Here in Va.they have laws for load music in cars that rattle your windows in your car or house as they pass you. I’ve seen the cops watch them drive by and do nothing. But I bet if the load pipe law was here they would harass every bike they see.
What’s the difference load is load. Leave us alone and enforce the laws to protect us not harass us.

Two thoughts here.
First thought. I live on a street where the car alarms routinely go off disturbing my rest at 2:00am or so. I own a bike that surely would be illegal under the new law. (Vance and Hines straight shots.) My bike has never set off any car alarm that I know of. So using Sen. Pavleys stated logic to ban my motorcycle has no merit.
Second thought. I can recall three instances where I personally was not side swiped by a car because they heard my bike at the last minute. Given the litigious nature of our society I wonder how long before some injured biker sues the senator for damages? If the concept that eliminating an attention getting noise is dangerous is hard to understand I would suggest checking the volume of the (legally mandated) backup warning signals on various public and construction vehicles.

Having worked for the Dept. of Motor Vehicles in CT for 18 1/2 years, and specializing in noise abatement, especially for motorcycles, I can state that there are many aftermarket manufacturers that have exhaust systems, mufflers if you will, that are compliant with Federal EPA Regulations.

If a state is going to pass a noise abatement law for motor vehicles then they must include ALL motor vehicles, not just a particular one.

As someone already has posted, what about all the small cars that drivers are putting the aftermarket canisters on, and their “boom boxes”, don’t forget tractor trailers and their large diesel exhausts, hot rods, etc., etc., etc.

This is what happens when the public stays home and doesn’t vote. The only reason some politicians are still in office is because WE elected them, and WE continue to elect them.

Any program that the Federal or State Government takes over will become a mind boggling fiasco. Take a look at the US Post Office, Social Security, Medicare, National Education. I could go on and on, but you get the point.

WE, collectively, have got to take over control of our elected officials so that they REPRESENT us, NOT themselves.

as for folks riding into a controlled are…. Every cop that has stopped me asks where I am from… If I say from Montreal. they ask if I am aware of the law and then tell me I am in violation and a ticket comes my way.. If I say from out of town… its pretty much giddy up and get out of here…. so if you are visiting you catch a break….

We have a law similar to this in Quebec. ALL motorcycles are subject to it no matter what year. My wifes 883 has screaming eagles (which are factory) and the cops bust her ass all the time for noise..BUT as long as it has the engraved printing on it the pipes are legal…My Shovel has original pipes that have Harley stamped on them an although they are loud, they comply because they are factory. So even if a cop has a decibel reader on hand your pipes can be loud as long as they are stock. As for aftermarket stuff… Ebay my friends…

Would you all be happy if all motorcycles, cars trucks and whatever else you can think of had straight pipes? How many cringe when a ricer with a tomato can muffler comes by or that car with the giant heart beat rattling the license plate. This is not a sudden thing that was sprung on the riding public. I am a retired Police Officer and after retiring I have taken up riding. I also like to work on my bike. One quarter of the fun involved is having a great sounding engine. So, I installed some Vance and Hines pipes (from J&P). No, they are not obnoxiously loud, but I have altered the exhaust! The fact that I have done that makes me a violator?! This, I believe is a miscarriage of justice! The maximum decibels cited is indeed significantly below that of large trucks, airplanes (at altitude), lawn mowers, leaf blowers, the crazy people next door playing their rap music and some barking dogs!

Let’s face it. The people of California have elected nothing but socialist idiots the last few years and I for one am tired of the few telling the many what to do. I am moving to Arizona as soon as I can. In Arizona, I can ride my altered exhaust bike down main street while wearing my .45 and waving the American Flag!

We all new this was coming, the law makers are trying to take even more of our rights away and when you talk about decibles, the amount that is required means no sound at all. When I put my pipes on my bike it was after I was hit by someone that did not hear me, she looked right at me and said I did not hear you. Then I put my pipes on and now they not only hear me they see me. So yes loud pipes save lives. I knew that it would come and it finally is here. Next seat belts or air bags for bikes. If you ride then you know this will not save lives. It will only cost more money so no one will want to make or buy bikes anymore. HOpe the come up with a good design for the future of bikes.

I bought my 2006 FLHTPI three years ago with stock pipes. I ride 50 miles to work from the north side of the twin cities to the south side all on the freeway during rush hour and ride it rain or shine from May to November. I went from about one or two four wheelers cutting me off daily with stock pipes to about one per week with my V & H’s. How is that for proof of loud pipes save lives.

Check out the GOVS Harley(google images ) and the exhaust pipes. Not stock and my neighbor has the same type, which are not exactly quiet. Oh, but this law only applies to 2013 and on. I think the GOV should practice what he preaches before signing any laws.

So 80 Decibels. How loud is a stock Harley right now? Will they have to modify their existing stock pipes to conform with this BS law?

Arnold is a sell out and always has been. I live in CA and will now purchase everything I can through the internet out of state so I don’t pay any sales tax and get free shipping to my door. It is a shame, but the law will be for dirt bikes, cafe racers, Harleys, and other road bikes as well. It is to stop any modification. What about the leaf blowers, wood chippers, mowers, trash trucks, car alarms, plains? The government should govern not control.

If this is the So called “standard” then when can we expect the similar law which governs the modified exhaust on every automobile which has its factory muffler replaced at Midas, Meineke, Pep Boys or any one of a million other muffler shops. Im quite sure theres no EPA stamp on those.

First of all, loud pipes do not save lives. With the windows closed, radio (or Ipod on), kids in the back, etc. etc. drivers can’t hear a motorcycle, even with louder pipes. What saves lives is being seen and smart riding. Loud pipes startle most cagers and/or non-riders (including me and I ride my own motorcycle). I don’t totally agree with the decibel setting and the fines, but if that isn’t enough check out the latest issue of Motocyclist magazine. There’s a list of all the newly posed threats which lawmakers are trying to impose. It’s a lot more scary than quieting loud pipes.

I purchase 09 Electra Glide and it had Calf catalytic conv runs very hot and sucks. put Vance Hines headers screaming eagle air cleaner kit now its fun to ride. Keep your rules in Calf not my state

Great: 1st they pass the helmet law that says a consenting adult must wear a helmet. Now, they say you can’t have loud pipes. So when you get run over because they can’t hear you, you’ll be less likely to suffer a head injury. Sort of cancels out the motivation for the helmet law I’d say.

If you need to let your presence be known, get a louder horn, a headlight strobe and a flashing brake light so you can warn people you are there only when you need to.

I ride a bike with a stock exhaust system and it’s fairly quiet. My next door neighbor rides with straight pipes and I can always tell when he gets home at 3AM because he can’t come down his driveway without reving his engine a half dozen times.

Leaf blowers, loud cars and trucks, raucus beer parties and ear-splitting rat music also need to be controlled. Most states have laws for these purposes, too but they are not often enforced. You might be relatively safe as long as donut shops exist! LOL!

The 80-decibel limit should be applied to ALL Highway and private roads regardless of the vehicle that is operated on them. To make the motorcycle a target of the law is totally wrong. Good Luck, California.

Many places have passed anti noise laws against motorcycles, such as Myrtle Beach, California, Denver, CO and many gated communities across America. Loud pipes don’t save you… if they did I would have had many more close calls on my Gold Wing than my Harley. I own several bikes, some loud and some quiet. I have seen NO difference in the number of times that I have been cut off, etc.

Need clarification. This applies to bikes produced after January 2013 correct? What about bikes prior to that date? Whatis the legislative number for this bill?

I have ridden Harleys for 35 years and I will always love them for their look and sound. I am keeping the drag pipes on my Sportster and Shovelhead, not to get attention, but because I like them.
One of the reasons that I never wanted to move to California is because of the helmet law. Now California has another law that will keep me from ever wanting to live there.

Harley should gear up for a stellar year in 2012. My 2004 should last until I’m too old to ride. At least current bikes are grandfathered in. They were talking about smog checks every two years a while back. Thank god that did not pass.

This law is nothing but a way to target 800,000 registered motorcyclist here in California.
The law has no real value in regards to anyone’s well being or safety. The thing is all about noise, which really is a big issue when it comes to one’s safety when riding. We have all heard the saying “loud pipes save lives” this is not just a boast of words it is a fact of life if you ride; and if you ride you know this to be true. Then if you look at the fines that go with this law you finally see what it is really about. Let’s get real about this; this law is just one more law that should not have even been considered at all. We have plenty of laws in California that cover this so called problem all ready this is nothing but a waist of time and effort on every one’s part. This is the same type of crap when every one went crazy and passed a gun banned on semi auto weapons that was written so bad it let the majority of the weapons that should have been banned that were your not. This is Government once more being ridicules at best. If the law makers took time to weight the facts instead of targeting Motorcycles on a whim, they would understand that a little noise for a very brief moment that disturbs a one’s so called serenity is not worth one life.

It looks to me as if this is a specific attack against a particular brand/style of motorcycle and we all know which one that is (I know there are more and more wannabe’s but the law is clearly and anit H-D law). Fortunately it is a law with little in the form of teeth. It addresses new motorcycles and at that, mostly new H-D ones. It does nothing to address the current 800K bikes and counting already on the streed and not constrained by this stupidity. Of course, you do know that emissions and noise laws are already in effect and just not being enforced.

thats just dumb most of the time a car cant see a bike but they can hear one so they look harder, i ride and my bike is loud enough for people to hear and i had a guy live next to me that has a harley with straight pipes that shook my wall but i didnt care as long as it wasnt at 3 in the morning. The abate should get involved and make them revoke that law like they did in pa with the helmet law.

sounds to me, that motorcyclists are being singled out. and if it is about setting off car alarms, it sounds like the yuppies have their alarm systems set too sensitively…another case of the uppercrust thinking their rights are more precious than anyone elses.

What about lawnmowers & leaf blowers? Definite discrimination against motorcycles. Yeah, they can be noisy, but so are a lot of things on the street ,on the water, & in the air. Nobody’s mentioned the effect on motorcycle sales. When the Fed passed a law taxing luxuries 10% to generate renenue, it was soon repealed, but only after many boat & plane building companies went under. These were companies that were the mainstay of American manufacture of private boats & planes that disappeared from the American economy because of that foolish tax.

This is clearly discriminatory – targeting only motorcycles.

The other victim of this will be the aftermarket exhaust manufacturers, distributors and retailers. The costs to provide test results to comply with the EPA standards to allow use of the stamp are very high – which will be prohibitive to smaller manufacturers.

What will prevent someone (as a company already does) from re-coring stock exhaust (and removing the catalytic converter material), which will then still bear the EPA stamp. Will put enforcement in a bind.

For those of us who don’t live there – don’t take your vacation dollars to CA anymore, whether on bike or not. Unfortunately, that will be another potential victim, tourism vendors – but they have the power of the local vote, maybe they’ll be encouraged to use it.

86db is limit in an OSHA law that requires workers be provided hearing protection if they are subjected to 8 hours of continuos 86db levels or above. 8 hours continuous.. a federal standard. now how many of the good citizens of CA are subjected to 8 hours of continuous levels of loud pipes. And 80 or even 86db is not loud.. period.
Another law by a democrate sitting around NOT taking care of real issues.

My loud pipes have gotten the attention of many a car driver that would of otherwise not seen me. We need all the advantage we can get. If we can’t have loud pipes maybe we should carry shot guns to shoot instead.

Gee, didn’t Chicago do this several years ago. Then what they did is cancel every motorcycle supported charity (rides and such) that was handled in the city. So now we have a state doing it 10 years later? Oh well, Arnie’s getting old and needs his beauty sleep, I guess.

There’s definitely been “profiling” being done around here in western NY since at least last year. I’ve been in stops where only bikes were targeted as cars were allowed to pass. There are many cars and trucks on the road much louder than many bikes but nothing ever seems to be directed toward the so called noise issue in that regard.

I don’t believe that loud pipes save lives. I think that loud pipes just pi$$ people off. But, I also think this is another case of unfair enforcement against motorcycles. If they want to protect the environment and other people, they should be enforcing these limitations across all products. That would be fair.

Does this bill mean to bikers or to all Motor Vehicles in California?
Are all Motor Vehicles required to have a visible EPA stamp or just a motorcycle that ensures the exhaust is clean burning and doesn’t exceed a noise level of 80 decibels?
I am sure this applies to the state operated Motor Vehicles also and who is going to pay the fine for those that do not apply to this rule as for the state. The rule should be fair to ALL so that includes ALL Motor operated machinery not just Motor Vehicles OR BIKERS – noise is nose.

I am alive and walking because my pipes– I was able to rev and make a little noise — which has saved my life more than once . But It is a matter of self-control. I have the capacity to be loud, but I use it to protect myself from the idiot eating and talking on their cellphone while driving with their knee and changing lanes.

At 80db if the driver has his radio up and the biker is in ther blind spot then there no way in hell the driver will hear the bike and then what just another biker hurt are dead cuz of it! The People’s Republik of Kollyfornica has given yet another demonstration of why the free world laughs at it on a daily basis. Such inconsistency. If noise is the true concern, then take steps against all sources of it.

On the other hand, I am ironically at this site looking for some quieter pipes by choice. My straight pipes worked well where I lived previously, but I will have neighbors soon and voluntarily choose to tame the roar a bit.

I am glad, I hope NY is next. These bikes pop my eardrums and send my heart racing when they come screaming around the corner cluttering up my peaceful day. They would wake my kids from their naps crying because of the sudden loud obtrusive noise. If our cars sounded that way we would get ticketed.

Clearly it’s unfair targeting. For those who stand to gain with an agenda, it’s just a simple matter of preying on the intolerance of the majority. It’s just as easy to pass a law requiring no noise above 80 decibels of any kind, but since selective enforcement was always the goal, and the “environmental” angle has been the pat justification for every abuse of civil liberties since the EPA began running amuck with no accountability to the people, it’s not that hard to pull off, politically. The will of the people has been twisted around to tear down civil liberties yet again, and it’s a shame that we always seem to need a judge to check these abuses of power. Then again, I say the hell with them. I would NEVER reside in the People’s Republic of California. At the end of the day, people will get the government they deserve, until they no longer consent.

It is a case of the few straight pipe cruisers and sportbikes waking people up and pissing them off – and it is also BS since it does nothing about the guy in the Mustang or Pickup with his super loud exhaust. If the law was for all road vehicles, it would be fair but singling out motorcycles is not fair. The Guvernator isn’t a motorcyclist, he’s just a poser / loser who crashed a sidecar rig and didn’t have a M licence.
